Re-applies the port fix lost when the r84 branch was fast-forward merged. hostname drops :8443; rebuild host:port. One-file change, verified with :8443 + userinfo. runtime suite green on the branch.

Re-applies the follow-up lost when the r84 branch was fast-forward
merged: urlsplit().hostname drops a non-default port, silently
rewriting a :8443 policy URL to the wrong endpoint. Rebuild
host:port, userinfo still stripped.
